The office of the United States trade representative (USTR) has announced that it will begin an exclusion process against $300 billion of products on China's tariff list starting Oct. 31, according to the Commerce Department.
From October 31, 2019 to January 31, 2020, interested parties in the United States may file an exclusion application, providing information on the substitutability of the product concerned, whether it has been subject to anti-dumping and countervvatory duties, whether it is of strategic significance or relevant to industrial policies such as made in China 2025.
If the exclusion application is approved, duties already imposed since September 1, 2019 can be refunded retroactively.
